EPFO Drops Aadhaar: New Date of Birth Verification
Introduction:
In a significant development, the Employees’ Provident Fund Organisation (EPFO) has made a noteworthy announcement regarding the acceptance of Aadhaar as proof of date of birth. This decision, following a directive from the Unique Identification Authority of India (UIDAI), marks a shift in the documentation process for EPFO members. Let’s delve into the details of this decision and its implications for individuals and the EPFO.
The Changing Landscape:
EPFO, a vital institution beneath the Ministry of Labour and Employment of the Government of India, has long identified various documents as proof of date of birth for its members. However, a recent circular (No: WSU/2024/1/UIDAI Matter/4090) issued by the EPFO on January 16, 2024, has explicitly removed Aadhaar from the list of acceptable documents. This move comes in line with a directive from UIDAI, highlighting the need for a reevaluation of the papers used for date of birth verification.
Understanding UIDAI’s Directive:
UIDAI’s Circular No. 08 of 2023 emphasized that while Aadhaar serves as a unique identifier, it is not thought to be a valid proof of date of birth according to the Aadhaar Act, 2016. This clarification brings to light the distinction between identity verification and proof of birth, urging organizations like EPFO to align their procedures with the legal framework.
EPFO’s Response:
EPFO’s circular acknowledges the UIDAI directive and states that the removal of Aadhaar from the list of acceptable documents specifically pertains to Table B of Annexure 1 of the Joint Declaration SOP issued earlier. The decision received approval from the Central Provident Fund Commissioner (CPFC), signifying its adherence to regulatory guidance.
The Internal System Division (ISD) has been tasked with implementing the necessary modifications in EPFO’s application software to align with the updated guidelines. This proactive approach ensures a smooth transition and compliance with the new directive.
Accepted Documents for Date of Birth:
EPFO, in light of these changes, has outlined a revised list of documents accepted as proof of date of birth. These include:
- Birth Certificate issued by the Registrar of Births and Deaths
- Marksheet issued by any recognized Government Board or University
- School Leaving Certificate (SLC)/ School Transfer Certificate (TC)/ SSC certificate containing Name and Date of Birth
- Certificate based on the service records
- PAN card
- Central/ State Pension Payment Order
- Domicile Certificate issued by the Government
- A medical certificate is issued by a civil surgeon after examining the member medically, supported with an affidavit on oath by the member duly authenticated by a competent court.
Implications and Perspectives:
The removal of Aadhaar as a valid document for date of birth by EPFO aligns with UIDAI’s directive and legal interpretations regarding Aadhaar’s limitations. This decision prompts reflection on the role of Aadhaar in identity verification versus its use as proof of birth.
From a member’s perspective, this change necessitates awareness and adherence to the updated guidelines when initiating date of birth corrections. The emphasis on accurate documentation becomes paramount to ensure a smooth and error-free process.
